Se ciò non bastasse il Comune metterà a disposizione, tramite la concessione di beni ancora facenti parte del demanio indisponibile essendo destinati a servizi pubblici, il diritto di utilizzare le unità immobiliari oggetto degli interventi nonchè il diritto di utilizzare potenzialità edificatorie già esistenti o addirittura da attribuire all’ambito.
Non è finita. Nell’ex polveriera, vincolata e a destinazione pubblica si potrebbe potenzialmente realizzare una galleria commerciale fuori dalla programmazione, si prevede la delocalizzazione della pista di atletica senza conoscerne la ricollocazione e si prevede la possibilità di trasformazione dell’area del campo di calcio di viale Olimpia.
Ci troviamo di fronte ad una trattativa privata? Ad una potenziale sdemanializzazione di fatto di beni pubblici? All’aggiramento delle elementari garanzie normative degli appalti pur essendovi di fatto un corrispettivo da parte del Comune?
Gli operatori economici, i professionisti, i cittadini tutti possono farsi la propria idea consultando gli atti.
Politicamente a nostro avviso siamo di fronte un aborto politico-amministrativo utile solo a sconvolgere le regole e ad aprire la strada alla discrezionalità e ci pare l’ennesima arrogante provocazione di una classe dirigente lontana anni luce dai concetti di trasparenza, imparzialità ed equidistanza che dovrebbero caratterizzare una pubblica amministrazione.
Pezzo a pezzo il PD sta vendendo la città.
