the C Ortese Att.ne: Egr. TRM chairman, Joseph Marsaglia Cagnola

Subject: Differentiate Does

Good morning Mr. Chairman G iuseppe Marsaglia Cagnola

During the series of meetings Animo Nicholls who is preparing to play in the territory to the theme of "Differentiate Does" among the topics in question covers the economic aspect which clearly can not escape the comparison with the various solutions on the management of the systems planned to address the issue of waste . In q hese in optics we ask you some explanations on matters of your direct responsibility.

Since the change of company that will achieve the incinerator Gerbido from (ATI) to TME (ATI) CNIM, we'd like, please, if you know:

A-I provided of the changes from the original project, and if so, whether this involves changes in costs, and / or structures, and / or timing. B-E 'provided an update of the technical brochure (May 2008) relating to the incinerator? C-In addition, we would like to know the cost of the panoramic, and its plant, which will reach 110m alt Ezza "traveling" down the chimney of the incinerator.

1) With regard to the timing of realization and commissioning of the incinerator, to date, the delay is confirmed, as assessed by TRM in 18 months, compared to the initial time schedule?

  1. To assess foreigners but made the overall cost of the incinerator, given the delay, how much the cost, annualized and overall, the TRMSpA

  2. In order to establish complete the overall costs of the incinerator, the costs of construction, maintenance and management of annual monitoring stations strategically in the air, how much?

  1. To evaluate m Anier accomplished the overall costs of the incinerator: How much is the cost to the biomonitorag toring of food matrices? How much is the cost of the study for human biomonitoring?

  2. With regard to the estimated consumption of gas (1,500,000 Sm3/anno) we would like to know the cost for Sm3 (standard cubic meter) hypothesized, and updated by TRM.

  3. On the dismis Commission de ll 'facility at the end of operational life, we would like to know the estimated costs for dismantling and possible remediation of the site, if necessary. Also in the synthesis of economic and financial plan we have not identified any item provision for the decommissioning of the plant. Why? Who will compete these costs?

  4. Also to assess comprehensively VAT the total cost of the incinerator: The PPGR 2006 foresaw the creation of a landfill for service as an integral part of the system to accommodate the waste incinerators. The realization of this structure to compete, according to the instructions dictated by the location of institutions responsible to TRM These costs, as confirmed by TRM itself, were not covered in, about 500 million euros in dicati on 19/12 / TRM 2008 by the then president, Joseph Vallone. As in the recent "Report on the state of the system of waste management-October 2010", prepared by the Province of Turin and ATO -Waste Torinese, p.. 94 is shown as follows (excerpt):

In me rite the slag pro learned from the incinerator would like to know: What

cubic TRM pr eved for waste disposal?

What percentage of TRM expects to dispose of waste in landfills?

What landfills Alternat ive TRM identified for this purpose?

What increases will lead to that choice in determining the rate of contribution?

How much, to date, the rate of contribution?

How much to of today, the rate of contribution to the gross and net of Green Certificates / Cip6?

Regarding the ashes (which are classified as hazardous waste and hazardous waste destined for landfills olos: Source: ATO-R: The incinerator of the area north of the province of Turin - pg 25 ) produced by the incinerator, we would like to meet:

The method of transport

The location of the site can accommodate, its volume, and the disposal cost per tonne.

A clarification: In

TRM updated technical brochure (May 2008), on the Solid Waste in the "Score" is given a value of about 21%. In your reply (06 March 2009) to question 3 Animo mail from Nicholasville, indicated a value of waste produced, with approximately 20%, as also reported in "Report on state of the system of waste management-July 2008" (excerpt):

However reading the "Report on the state of the system of waste management-October 2010 (see extract on), you may notice an estimate of waste produced from the incinerator by 22% (92,600 t / y). As a matter of 20%, 21% or 22% (given the amount in question, is not a negligible difference, in fact it went from 20% to 84,200 tn tn to 92,620 for the 22% approximately of course), is believed to be correct ?

With regard to your table by type of waste, what they refer to the following wastes:

ORs;

Aggregates.

With regard to the functional aspects of the incinerator

  1. We would like to know if it is planned / estimated / assumed a greater carrying capacity of the incinerator Gerbido (currently set at 421,000 tons / year)

  2. If the amount of waste undifferentiated would be reduced due to a better rate of collection, there is a catchment area than that originally estimated?

As hypothesized in PPGR2006 are two incinerators, Gerbido and Seventh, where the second incinerator was not realized, that of Gerbido would "strengthen" also to receive the amount of waste in the area north of Turin?

If it is planned to update the technical brochure, we would like to mention that, for the sake of completeness, we should add:

  1. The annual amount, estimated natural gas needed to operate the incinerator Gerbido.

  2. The annual amount, estimated water required to operate the incinerator Gerbido.

  3. The fact that you need a dump of service, or the use of alternative landfill sites for disposal of waste produced by the incinerator.

  4. The fact that we need a hazardous waste landfill to dispose of the ashes / dust produced by the incinerator. In this regard we would like to insist, that in the brochure risegnalando technical side of ash, in contrast to the waste, their classification is not specified.

  5. Given that emissions of the incineration are not only solid, but gas ("smoke that develop from combustion) and liquid (" leachate from the waste pit, water utilizzata per il raffreddamento delle scorie, acqua derivante dal trattamento dei fumi”) ( Fonte: ATO-R: Il termovalorizzatore della zona Nord della provincia di Torino – pg 34) ,oltre che fanghi di depurazione, sempre per completezza di informazione, sarebbe opportuno indicarle, per permettere a chi legge la documentazione di avere un quadro più completo e realistico di quello che comporta il funzionamento dell'inceneritore del Gerbido.
